Sheriff Phalen Bio
The Sheriff’s Office consolidated three areas: Civil Services, Fiscal Services and Human Resources for the Sheriff’s Office to create the Civil Service Section. The Civil Service Section oversees court processes for service including, but not limited to, summons, subpoenas, protection orders and a multitude of other individualized court documents that require service by Deputies or Certified Mail. Vacation Checks are also originated in the Civil Service Section.

The Civil Service Section also includes the Records Section, which is responsible for all Incident/Accident reports taken, arrest records, civilian background checks, civilian fingerprinting (electronic and manual) and requests for reports. Webcheck is the new fingerprinting system which provides results 6 times faster than manual fingerprinting. Since BCI bills us directly there is a minimal fee for the electronic fingerprinting of $30.00 for a BCI/I (state) check or $50.00 for BCI/I (state and federal) and $30.00 for FBI only check. Persons booked into our jail are documented and filed in the Records Section as well.

• Office hours:  Monday - Friday 8:00 am to 4:00 pm
• Individuals will need to know what prints they need us to take (BCII or BCII & FBI) and a valid drivers license (or state ID) and social security card are needed.
• You will need to complete a BCI webcheck form.
• Payment can be made by cash, check or money order.
• We need the name, address, phone number (fax number too if available) for the recipient of the fingerprint results.
• Our fingerprinting systems will not work on dry or split hands.
PLEASE be sure to moisturize for a few days before trying to be printed if you have overly dry hands. This will assist with getting good prints the first time, and lessen the chances of fingerprints being rejected by BCII and or FBI.

Sheriff’s Sales, are  handled in the Civil Section due to foreclosure or failure to pay taxes, The Sheriff’s Office/Civil Service Section serves as an un-interested party in the process of arranging for appraisals, setting a sale date and advertising. Money received for the sales are distributed as ordered by the court.

Human Resources is responsible for maintaining the personnel files on all employees in the Sheriff’s Office, processing Worker’s Compensation claims and monitoring unemployment claims, along with coordinating the filing of payroll and benefit information for all employees.
